Shift prefab from project-level adoption toward repeatable “Kit-of-Parts” platforms
• Singapore is moving beyond project-by-project adoption of prefabrication toward standardised prefabricated components that can be reused across multiple projects. In April 2026, BCA introduced a new Buildability Type Approval pathway for a “Kit-of-Parts” (KoP) approach, allowing developers to submit a single Design Standardisation Plan and catalogue of standardised/modularised components for subsequent projects rather than repeating individual submissions. The approach covers pre-designed and prefabricated building components while allowing different layouts and façade treatments. HDB is also developing an Enhanced Precast Component Catalogue for use across its BTO and multi-storey carpark pipeline. 
• The policy change is intended to make manufacturing and assembly more repeatable. BCA estimates that the streamlined approval process can save around 320 man-hours per project, while the standardisation approach is expected to reduce manufacturing costs for precast components by at least 10% and manpower requirements by at least 20%. HDB's catalogue is specifically intended to strengthen supply resilience by establishing common dimensions, material specifications and connection details while retaining design flexibility. 
• This trend is likely to intensify, particularly in public-sector residential construction and repeatable institutional/industrial building types. HDB, MOE, LTA, MOH Holdings and JTC are already identified as agencies working with BCA on standardisation, covering BTO projects, schools, healthcare facilities, transport-related structures, industrial estates and worker dormitories. For prefab manufacturers, the competitive advantage should increasingly shift toward the ability to manufacture standard components repeatedly, integrate them into different building designs and supply multiple projects rather than relying on bespoke PPVC orders. 

Government support is shifting toward larger, more diversified DfMA factories
• Singapore has broadened its support for factory-based prefabrication beyond traditional Integrated Construction and Prefabrication Hubs (ICPHs). From 1 January 2026, the expanded Land Intensification Allowance (LIA) covers new multi-storey DfMA facilities as well as a wider range of off-site activities, including PPVC and PBU fit-outs, storage of prefabricated components, Prefab MEP systems, structural steel, mass-engineered timber and 3D concrete printing. This represents a meaningful expansion of the types of off-site manufacturing infrastructure that can receive support. 
• The policy responds partly to the economics of operating highly capital-intensive prefabrication facilities on Singapore's constrained industrial land. The earlier ICPH model required significant investment in specialised structures, cranes, automation and production systems. Recent industry experience has also highlighted the financial challenge: operators of some ICPHs reported under-utilisation and difficulty achieving acceptable returns. Broadening the LIA to other DfMA activities provides companies with a wider potential revenue base rather than tying the economics of a facility to one prefabrication method. 
• Factory investment is likely to become more selective but more diversified. Rather than simply adding PPVC capacity, operators have an incentive to combine precast components, PPVC/PBU fit-out, MEP, structural steel, mass-engineered timber and other DfMA activities within multi-storey facilities. This could improve asset utilisation and strengthen the position of vertically integrated suppliers. However, the recent difficulties experienced by ICPH operators suggest that additional capacity will depend on secured project pipelines and repeatable component demand rather than government incentives alone.

PPVC is extending into more technically demanding high-rise residential projects
• The latest residential pipeline demonstrates that PPVC is being applied to increasingly tall and technically demanding buildings rather than being confined to conventional public-housing applications. The 63-storey, 240-metre Promenade Peak development is being constructed using PPVC and is positioned to become Singapore's tallest PPVC-built residential tower when completed. Separately, the Woodleigh Residences and Woodleigh Mall project received BCA recognition for a fast-track strategy incorporating PPVC into its residential component. 
• Singapore's PPVC framework is now supported by an established regulatory and manufacturing ecosystem. BCA's March 2026 PPVC guidance defines PPVC as modules manufactured or assembled in accredited fabrication facilities before installation, and continues to highlight productivity, shorter project duration, quality control and reduced on-site work as the principal benefits. PPVC is also required on selected non-landed residential developments under the GLS programme, giving developers an established route for incorporating volumetric construction into high-rise projects. 
• The trend should continue in high-density residential construction, but it is unlikely to eliminate conventional or 2D prefabrication. The recent experience of HDB projects shows that PPVC can carry higher production, storage and transport costs than Advanced Precast Concrete Systems in some applications. The market is therefore likely to differentiate between projects where complete volumetric modules create sufficient schedule/productivity benefits and projects where standardised 2D precast components are economically superior. 

Prefab adoption is broadening across structural, MEP and timber systems rather than remaining PPVC-centric
• Singapore's DfMA framework is increasingly treating prefabrication as a portfolio of off-site manufacturing methods rather than synonymous with PPVC. BCA's current DfMA framework explicitly covers Advanced Precast Concrete Systems, PPVC, Prefabricated Bathroom Units, Prefabricated MEP Systems, Mass Engineered Timber and structural steel. The 2026 LIA expansion further brings production and fit-out of these systems within the supported DfMA-facility ecosystem. 
• The diversification is linked to Singapore's objective of reducing manual on-site work and improving productivity through standardisation and automation.
