A dedicated light-steel rulebook is moving prefab from a niche method toward a more standardised building system
• The most important recent regulatory change is Turkey's publication of the Regulation on the Design, Calculation and Construction Principles of Light Steel Buildings on 17 May 2026, with the regulation scheduled to enter into force on 1 January 2027. Importantly for prefabricated construction, the regulation explicitly covers prefabricated, modular and hybrid light-steel systems, in addition to systems where profiles are produced on site. It establishes requirements for materials, structural design, connections, corrosion protection and fire performance. This is a substantive change from a market in which light-steel prefab systems had been used commercially but lacked a single comprehensive technical framework. 
• The regulatory change reflects Turkey's need to improve the technical consistency and controllability of light-steel construction, particularly after earthquake experience increased scrutiny of structural safety. The new rules specify requirements for steel elements and connections, corrosion protection based on local environmental conditions and fire design. For manufacturers, this increases the importance of factory-controlled production, engineering documentation and standardised connection systems. The regulation is therefore relevant not simply to conventional steel buildings but directly to factory-produced panelised, modular and hybrid systems. 
• The impact is likely to intensify from 2027 onward, as manufacturers and engineering firms adapt existing product platforms to the new requirements. Companies with documented factory processes, structural engineering capability and established light-steel production should be better positioned to supply compliant housing and small institutional buildings. The regulation should also reduce uncertainty for developers and public-sector buyers evaluating light-steel prefab systems, although compliance costs could increase for smaller manufacturers that lack formal engineering and quality-control capabilities. 

Earthquake reconstruction is shifting demand toward factory-produced light-steel and panelised housing
• Turkey's post-earthquake reconstruction programme is creating a more direct role for factory-produced light-steel housing, particularly in rural and dispersed settlements. Recent DORÇE project disclosures describe a 2025 Hatay programme involving 295 light-steel homes across nine locations, with the structural systems and panelised building elements manufactured in its Ankara facility before being transported and assembled on site. A separate programme covering 167 prefabricated modular light-steel homes in Kahramanmaraş and Diyarbakır also used factory-produced structural and panelised elements. These projects demonstrate a shift from temporary accommodation toward permanent, factory-controlled housing in multiple locations. 
• The underlying driver is the need to rebuild earthquake-affected settlements while maintaining structural safety, speed and consistency across geographically dispersed sites. Factory production allows light-steel frames and panelised walls to be manufactured under controlled conditions and then assembled at multiple sites. Government experience with steel housing in earthquake-affected villages is also contributing to greater market acceptance. In August 2026, Karmod specifically linked increased interest in steel housing to the government's use of steel homes in earthquake villages and the new light-steel regulation. 
• Earthquake reconstruction should continue to support light-steel prefab demand beyond the immediate reconstruction cycle, because completed government projects provide reference applications for municipalities, developers and individual homeowners. The combination of public-sector use, formal regulation and increased consumer awareness could broaden light-steel prefab from disaster-related housing into permanent single-family homes and selected low-rise residential projects. Prefab suppliers are broadening beyond housing into modular data centres, defence and other specialised facilities
• A newer development is the expansion of Turkey's established prefab manufacturers into higher-specification modular infrastructure, reducing dependence on residential housing and temporary site buildings. DORÇE began producing modular data-centre solutions in 2026 for applications including defence, energy, mining, humanitarian operations and remote sites. Modular construction is likely to gain additional opportunities in industrial, energy, defence, telecommunications and digital infrastructure where speed and factory integration have greater value than in conventional building projects.
